Woodhull is a community hospital providing primary, specialty, emergency level 2 trauma and acute care services. All major specialties are provided including internal medicine, surgery, OB/GYN, pediatrics, behavioral health, anesthesiology, dental, ophthalmology, radiology, pathology, rehabilitation and others. Woodhull Medical Center has several model programs based on the unique needs of the community including lifestyle medicine, bariatrics, pride center, HIV/AIDS, asthma, substance abuse, safety net/homelessness and others.
Woodhull is affiliated with NYU Langone which provides all medical personnel. The facility also sponsors medical residency programs in internal medicine, pediatrics, dentistry and oral & maxillofacial surgery.
Woodhull is certified/accredited by all major regulatory agencies including Center for Medicare and Medicaid Services (CMS), NYS Department of Health, NYS office of Mental Health, NYS OASAS, Joint Commission, College of American Pathologists, and others.
Job Description
Under the direction of the President and CEO of NYC Health + Hospitals and in collaboration with other members of the system’s senior leadership, plans, organizes, directs, and manages facility operations, and implements policies and procedures. Responsibilities include making operational decisions that align with long-term goals and performance expectations; achieving financial sustainability by successfully managing the facility’s annual budget; providing general supervision, programming, and on-going evaluation of care and services to improve outcomes and the patient experience and engage new business; and ensuring the health and safety of patients, visitors, and staff; compliance with all applicable local, state, federal and NYC Health + Hospitals rules, regulations, and standards of care.
General responsibilities include:
- Implements effective business/strategic plans within the health care system framework, identifies growth/contraction opportunities in context of community needs, and establishes high performance expectations.
- Plans, develops and promulgates programs, internal policies, procedures, and evaluative and monitoring techniques designed to maintain regulatory compliance, meet the developing needs of the community, and facilitate the achievement of established goals.
- In partnership with Woodhull leadership, directs the implementation of system-wide programs and policies.
- Ensures ongoing compliance with accrediting agencies and regulatory bodies (e.g., Centers for Medicaid & Medicare Services, NYS Department of Health, OASAS, OMH, The Joint Commission), and develops and implements timely plans to correct operational deficiencies, as necessary.
- Oversees and directs all activities of staff and support services; establishes clear roles/responsibilities; provides clear direction; and engages staff, including clinical/physician leadership, to maximize clinical quality and safe, efficient, cost-effective operations.
- Ensures sound financial operations through the timely, accurate, and comprehensive development, and continual maintenance, of an annual budget, in collaboration with finance, medical, administrative and operating staff.
- Plans for and authorizes purchases of supplies and equipment, in accordance with policies governing purchasing procedures, product selection and evaluation, and quality and inventory control mechanisms.
- Undertakes construction and alteration programs, including the acquisition and replacement of equipment for the health care setting.
- Schedules and conducts and/or participates in regular inter-departmental and departmental meetings; designates departmental representatives to medical staff and multi-disciplinary committees to facilitate effective communication lines within the health care setting.
- Develops, maintains, and implements a management reporting system that provides adequate and timely data for program planning and evaluation purposes.
- Operates Woodhull Medical Center as part of an integrated health care system, adhering to the shared services model and implementing system-wide decisions, policies, and procedures.
- Meets budget/key performance indicators (KPIs)/metrics of success, and manages resources effectively.
- Maintains transparency by communicating, requesting assistance, and informing Central Office of significant issues.
- Maintains cooperative relationships with community and professional groups, external agencies, legislators, and regulatory bodies to promote the health of the community and mitigate unmanageable encumbrances on Woodhull Medical Center.

Requirements
Minimum Qualifications
- A Master's degree from an accredited college or university in hospital administration, business administration, public health, hospital health care, medical administration, or a related discipline; and
- Eight (8) years of full-time paid experience in high-level responsible business administration, health care administration, public administration, or an equivalent field, or as a Hospital Administrator in a position of direct responsibility for operation, or a major part thereof in a health care setting, including substantial involvement in meeting community needs; or
- A satisfactory equivalent combination of education, experience and training. However, all candidates must have at least a Bachelor’s degree; and
- Extensive working knowledge of hospital administration, medical procedures, laws and regulations pertaining to hospital operations with special reference to accreditation procedures.
- American College of Healthcare Executives, FACHE credential highly preferred.
